Yes, and you would have to wonder how some of them exist. Yes ,most of Louisiana is Very Poor.

I've been to 1 and that was plenty enough for me. Couldn't imagine having to visit the other 63 shitholes

I was dubious of this when I read it, but then I saw that ULL’s website verifies this:

It would be cool to at least go to the most populated area in each parish and eat at the best locally owned restaurant in each one.

I'd have never left Lincoln Parish but my desire to exceed took over.

The only thing close by better is Texas

I once had to recite all 64 parishes in junior high school. I think Texas has about 254 counties.
