There are some hard truths and some pure falsehoods in this thread.
Yes, some jobs are posted just because they have to be posted - they have someone in mind. If you see a job that is posted and only open a few days then don't even waste your time applying. If the job is open for applications more than two weeks it is 100% competitive
The very best thing for anyone applying for a federal job through usajobs is to tailor your resume to the job posting The HR department that looks at the resumes is looking for key words in your resume. They look at the job posting and look at your resume and look at the keywords and how they match up. You can be the best qualified person in the world but if you don't have your resume together it doesn't matter you won't even make it through to the supervisor that is hiring the position
My advice is to read the job posting and the responsibilities/duties and make sure your resume reflects that you can do those things
Look for words that are used often in the description and use those in your resume as much as possible. That will get you through the first cut and then you can expound on it when you get the phone interview

Make sure you read all the instructions clearly. If you fail to attach one little item you don't get a second chance. No one will let you know that you failed to attach something either. You need to call them and make sure they received everything

I'm a retired Fed. You need to apply directly to the agency that you're trying to get into.

Exactly this. If a job posting says 5 years of experience and you have 10, put that you have 5 years of experience. I mean you do right?
As said, the dumbass Government HR people are looking for exact key words and check offs. Your application needs to fit their job posting almost exactly.
Also remember the first person that reviews your application most likely doesn't know technicalities. Apply to the job as it's listed, don't put all kinds of technical terms and abilities that you have above and beyond what they are asking for. They don't know shite from shinola they are just looking for boxes to check.

The year I was hired I applied in January, received a tentative offer in March, a firm offer in April, and started working in mid June. I would agree that you should try to use key words from the job description in your resume/cover letter.

My wife is a GS-11 and told me that the gov is legally obligated to post job openings even if the position is already being filled. They don't remove the position off of USAJobs until the person they've selected starts their first day.

Not even remotely true. My supervisor wanted to move to an office closer to where he lived. Was driving close to an hour every day. They didn't make him apply. They made him come up with a BS justification to do a lateral transfer.
Also have a coworker who is leaving the agency I work for and moving to another agency. They are doing a lateral transfer. The position will not be advertised.
Maybe if the person coming in is from the general public, sure. But there are ways around everything with the federal government.

I got my current position with the FAA from applying through USAJobs. I started applying in 2012 before retiring from the Air Force in 2013. Took two years and lots of applying,

Yes, twice, been offered several more. The government is slow as frick; it takes some time.
My deal on there is cast a wide net. I don't care if I'm qualified, unqualified, or over qualified, I apply if it is a destination I am interested in. Don't get discouraged. I'm sure with veterans preference, you should be getting interviews at the very least.
Also, they want a bare-bones, matter of fact resume. It helps, and has also landed me private jobs as well

I applied in an "off the street" bid to be an FAA air traffic controller on USA Jobs. I applied in July of 2009 and got hired November 2012. I got in when there was a backlog though.

Yeah, I've known quite a few. understand though that even if you're overqualified for the position, you may not be overqualified compared to whose applying for the job. Those jobs are extremely competitive and plenty of people apply for them understanding they'll take a pay cut just to get benefits

I spent 6 months applying on usajobs before landing two interviews. I got advice from my uncle in Homeland security.
Say you are an expert at everything and use the keywords in the job application in your resume.
Applied in October of 16. Had my interview at the end of January 2017, accepted job in early March

Clearance jobs, especially those in the Government civilian sector (GS level jobs) are just like anything else...it is as much who you know as what you know.
Most of these people already know who they are going to hire before the job req ever gets posted. They only post the listings because they are required to by law.
I was told to put in a resume for a job listing and was guaranteed that it would get pulled, but I ended up turning down the job. I would have had to have taken a pay cut to go from working for a defense contractor to working for the government and since I was not prior military, it would have done me no good to have to start over on retirement. Your years of military service counts towards your retirement and if you are retired military you pretty much double dip on retirement.
