you are definitely not recalling correctly. that building was built for Harrah's.

I don't remember that.

I remember there was a license (issued by the state) and a lease (issued by the city). Two different processes. And when it ended, Harrah's had one, and Caesar's Entertainment (teamed locally with Christopher Hemmetter) had the other (I don't recall which is which).

So that was a big problem. They ended up teaming together to own the casino under the Harrah's flag, and eventually, Harrah's bought out the others.

I also remember how riverboat gaming in Louisiana, including Harrah's land-based casino approval, was going to SAVE Louisiana's Education woes.
