You would have to use caution in states where water rights are important.

Yeah he's history, the minutes his local legal beagles find out, the DNR, the city, the power company, and the post office are all going to be up his arse with a microscope.

I had a friend tried to hook their small wind mill into the local grid at a rural home. It went from a project that might pay off in 2-3 years before the paperwork and red tape to a project that would not pay off for 20+ years.

But hey, they want you to go green... long as you keep the money flowing.

There are more efficient ways to make hydro systems that don't utilize a dam and gets around the water rights issue.

Most common is to divert part of the flow and gradually decrease the size of the pipe, then utilize the resulting high pressure flow to run a pelton wheel.

Water rights aren't an issue because the water is returned back to the main stream without any blockage.

In Oregon it's illegal to use rain water buckets on your gutters. They say all rainfall belongs to the state. Go figure.

Out west water rights are life but I wonder how they would rule on this since they aren’t “using” the water.

I don't get your point, or you don't understand self sufficiency.

Producing your own power is self sufficient.
