Grammar Nazis and Naziettes: What say you?

Which is the best form:
1. He was a resident of Baton Rouge since 1956.
OR
2. He was a resident of Baton Rouge from 1956.
My argument is that the second sentence should say "from" a year "to" a year.
My sister is writing a death notice and I say since and she says from.

Option 2 is an incomplete sentence.

IMO, Since would only be used with "has been" or "had been." Has doesn't work for an obit. Had been works but is a little awk.
No. 2. Is proper, but you need to finish the sentence.
You could go another route: given the obit usually makes it obvious where he died, you could say, "moved to Baton Rouge in 1956" and leave it at that. Or if he was born in BR... a lifelong resident

Nothing wrong with either, but you should also try using local vernacular such as;
“He be OG cuz he be livin’ up in da Rouge since fitty sis, ma n***a.”
“He be OG cuz he be livin’ up in da Rouge since fitty sis, ma n***a.”

If you want to use the structure of 2 you need to add “to X”.
Eta if he wasn’t born in BR I would say “In 1956 he moved to BR where he lived until he passed.”
