Majority of Eagle Ford was shut in and it takes time (few weeks) to get the facilities back up and running.

The article does not say that. It says a gasoline pipeline to the east coast was shut down for lack of gasoline supply. And the oil release was sent to Lake Charles for refining, not the east coast. By the time that gas makes it to market many Houston area refiners will be up and running again....why not release gas from the strategic gasoline reserve for immediate relief?

I misread this:

Because there is no such thing, at least not on a scale that can make even the slightest difference on the national demand level. And most of what is there isn't centrally controlled like the SPR. It is controlled by state governments for disaster scenarios.
