Curious as to how it will be determined how much $ an HRA will provide an employee to buy insurance? Will this be based on gross income, or the same for all?

The ACA destroyed the last vestiges remaining of our "insurance" system.
What we have now is compulsory health care cost sharing, that is a far cry from insurance. The fact you can not join until a loss is apparent and even realized makes a bigger joke out of calling it insurance.

All I want is for insurance to cover emergencies - trauma, broken bones, cancer, disease. I'd be happy with preventive care and testing to be market based and out of pocket ; it might actually be worth a shite if competition existed.

This is what insurance is supposed to be... Cover big shite. Everything else should be out of pocket.
Car insurance doesn't cover wiper blades, tires, or lighted truck nuts.

This, wasn't 2 long ago, when Auto insurance was similar. There was no competition, you had few choices and they stuck it up your arse.
Once it opened up, it became affordable for all.
