Not even really a veiled threat.
Every expert review of the shooting video (that ive read) concludes that there wont be jail time for the police.
Not saying that they should have shot him but there isnt enough evidence that the police committed a crime.

If an investigation with heavy oversight from an extremely political DOJ that is primarily focused on social justice returns a recommendation of no wrongdoing, then there was likely no wrongdoing. Of course they could do like they did in ferguson and say the officer was innocent but racism!
