Not necessarily. Garbage truck could have been making a right turn. Biker should have yielded instead of running into the back of it.

I hit a car in that exact location several years back. A car sped past me and made a quick right turn in front of me. I about ended up in the back seat of the convertible. 100% the drivers fault.
