This is so true.

Honestly, I think one of the best solutions is

1) Transform the welfare system to a welfare to work pipeline program that rewards independent work effort rather than childbirth. It also will offer tax-funded 2 year educational programs provide they work X number of hours per year.

2)Ending the War on Drugs and subsequently giving equal sentences for the same crimes.
