That number should be zero every single year, regardless of race.

That is impossible. Humans are imperfect. Anyone who expects zero is illogical.
What people expect are consequences.
If I lose control and kill someone, I'm facing up to 40 years on a manslaughter charge. If a cop loses their cool and kills someone, they generally don't face the same level of consequences, if they face any consequence at all.
When people say "black lives matter", that's what they mean.

Drugged up suspects will lead to strokes, heart attacks, etc and people will die.

Maybe not but I don’t even think shooting unarmed civilians is part of the Army’s ROE, though I could be wrong. Asking the police to not shoot unarmed people isn’t asking for perfection.

That number includes those who were thought to be armed, or “reaching” for a weapon that may not exist.
With the millions of interactions, 9 is a miraculous number.

If that unarmed person attacks the police officer and takes his/her gun they are no longer unarmed. Unarmed doesn't mean you are not dangerous, it simply means you are unarmed.

This is such a rare scenario that it shouldn't be used as a justification. If the person is unarmed to begin with, the likelihood of them getting a weapon from a police officer is extremely small, almost to the point of being non-existant.

Then why does it happen?

Of the 3000 deaths that have occurred after police interaction since 2013, how many of those deaths resulted from an unarmed person grabbing a gun?

Unarmed people being shot who are complying is quite rare itself.

Do your own research.

Lots of things are hard to perfect. Not killing people should be a really easy thing to get perfect. Perfection is expected of the public, why not the cops?
Who says some of the unarmed that are killed aren't justified? A 6'4 300 pound man high on drugs can kill a 160 pound man or 130 pound woman pretty easily. The deaths will never be zero.

Or should the number be higher

I would wager it is more common than a perp stealing a gun from an officer, at which point another officer has to use deadly force. Daniel Shaver is one example. Daniel Tuttle was unarmed. Breanna Taylor was unarmed. There are a whole laundry list of people who were unarmed that were shot.

Probably so because if they are fighting the police, being told to stop and they don't, they get shot by the police.
