I don't know about those specific kids or what's really going on around the country.
But as someone who is an instructor at a university in the South, I can say that the incoming freshman are just fine and are honestly a bit ahead of where I would have expected them to be after having been a high school English teacher.
There are some issues, sure. But isn't that why I have a job?
And I do question what it means nowadays to read at grade level. What are they testing for? Who is designing the test? Who is taking the test? Has the current generation of students changed during this digital age to the point that what was tested and what was considered proper reading levels of yesteryear no longer applies?

Scruffy isn't a teacher so he isn't in the system, but it does seem that there is a major reading and writing crisis going on.
It started back when Scruffy was in high school. Computers, texting, all of that has decreased the emphasis we used to put on reading and writing.
Also, those areas aren't seen as being as integral as the sciences and math so it isn't focused on as often.
Sad state of affairs.

And colleges will continue to dumb down their curriculums while raising tuition so that the dumb kids can get in so that they keep hitting their money and enrollment numbers.
I taught Process Technology locally for a while. The school I taught at (and the department in particular) recognized the challenges associated with illiteracy and REFUSED TO DUMB DOWN. Look, you either know the material or you didn't.....you got the grade that you earned. Want a better grade? EARN IT!

My neice (whom I am in the process of adopting), can do math at a 7th grade level and reads at a 8th grade level. She's only 8 and we put her in a montessori magnet school and her levels have steadily increased.

Must be a story here.
(FYI: You niece would likely tell you that it is "niece" and not "neice.")

I teach in a high school and the amount of kids who can't read is astounding. Yes, they can technically read but are they functionally literate? If so they are just barely. Their reading comprehension is damn near zero. Of course, this is not all kids but it is an alarming number. I never expected to see so many when I started teaching high schoolers.

This is why I live in Katy, TX, my kids are doing science labs and learning how to do research and structure a research paper in elementary school.
This is common in private schools as a way to impress parents, "our students are already doing XYZ in the 5th grade, etc." There are appropriate ages to teach different material, trying to present it earlier than needed just results in students struggling with something that would seem easy only a year later. Another question that should be asked is if what material are they not doing to make time for something that is not usually part of a elementary school curriculum.

You might have done better to require an hour of reading time for half an hour of video games making the reading a higher priority than the video games. This just sounds like video games are still a greater priority than reading. But at least you have rules and that is better than the majority of parents these days.
Not directed to you but why has our society strayed so far from demanding accountability from our children? In my house, my children don't play video games or even get to have their phones in their possession until their daily obligations are fulfilled, it does not require yelling, screaming at or spanking ones kids. Just simple firmness regarding the rules. Bargaining with one to fulfill their responsibilities is a bad lesson , IMO, to engrain in a kids mind. The "I will fulfill my obligation......IF........you give me _______" develops manipulative children who turn into entitled teens and adults.

problem goes back to 1907 and the popular School Days song
School days, school days
Dear old Golden Rule days'
Reading and 'riting and 'rithmetic
Taught to the tune of the hick'ry stick
You were my queen in calico
I was your bashful, barefoot beau
And you wrote on my slate, "I Love You, Joe"
When we were a couple o' kids
'riting?
'rithmetic?
shameful

You should have complained to the principal and/your school board member.
