It also depends on where it ultimately forms relative to the anticyclone over the Southern GOM. If it were forming farther east, more under that anticyclone, there would be more concern for it being able to really ramp up. As it is, it is more offset from it and closer to land, which helps keep a lid on it....at least mostly.

Where are you getting this from? The intensity models shown here have it going up and it seems each pass over the models it goes up.
