People don't like to admit it, but 16-18 is actually the prime age for a woman to bear children. After about 20 they start to decline slowly until the mid 30s when it drops off drastically.
Americans are generally speaking waaaay more conservative age wise than the rest of the world. Just because something isn't the preferred age, doesn't mean it is a wrong age.
The percentage of 15 year olds having sex with 20+ year olds is significantly smaller than with other high school age kids. Just because it's not preferred socially, doesn't take away the fact it's actually completely natural for two 15 and 16 year olds to want to breed together.

Something tells me the increase in the Muslim population is the underlying cause of this. The indigenous population knew mollesting young girls was wrong. Now they need clearer laws.
