Unless they have to use some sort of vin number to register them....
A lot of people do t go through the trouble of getting a title, but they do have VINs stamped on the frames.

They are street legal here in Germany and have to go a minimum speed to be able to go on the autobahn. I am seeing a lot more side by sides on the roads here along with Four Wheelers. You also must wear a helmet.

I know I'm late but it's hard enough to get people driving cars to have insurance. What makes you think people will have their ATVs insured??

Yeah frick democracy, football and apple pie, we got four wheelers on the streets! That should make up for the lack of ability to build the roads to meet the traffic needs!

I would bet those are missing for a lot of the ones riding around the city.

This situation is out of control. Kids too young to have a drivers license are out hotrodding on these, and breaking every rule of the road.
Last time I encountered one, it was full of kids, and the 12/13 yo driver was tailgating the hell out of me (it's a 20 MPH zone) while she was on her cell phone.
Their parents need to be brought up on child endangerment charges.

You can buy turn signal kits and street tires for them.
I want to say I've read if you can jump through the hoops in some states and get them titled then you can get em registered.
Def need a setup with turn signals and I think street tires

DOT crash tests baw.
This literally used to be my job. The TGB OUTBACK/BLADE is my design.
It's wildly successful in Europe.
