That is mud and NaOH from the alumina ore plant across the street. The soil that contains the ore Bauxite is shipped in from Brazil, and Jamaica and the ponds across the street contain the waste mud.

There is one right off HWY 165 heading North on the way to Monroe. Water is almost turquoise in color.

Seems weird to have a fairly nice residential development just next door to a pool of caustic and possibly toxic fluid. I guess it's okay so long as no one tries to go swimming in it.
