I agree and if I were to try to come up with a logical reason as to why the numbers are what they are... I would say part of it might have to do with the black population in urban areas, which provides more opportunities to commit crimes.
Don't get me wrong, I am not trying to defend these actions at all, I am just saying I think part of the problem is that people make themselves an easier target.
