Had to get a handle on it. It was spreading too quickly to half arse control it. Once we have a handle on it we can implement measures that keep the spread down. We can now also test at an appropriate capacity to monitor outbreaks

Sure it is.
There is more to social distancing that staying 6 feet away from people. It is limiting human-to-human contact. Obviously, the most effective way is not going near a person but there are plenty of other ways to limit human-to-human contact.

Again, Louisiana's R(0) was over three 15 days ago. Drastic measures were needed to slow it.
Get over the curve, implement less stringent regulations, and require compliance.

None of it works that way.

Thank you. We are looking at being shut down all summer under this "flatten the curve" philosophy, compliance or no compliance.

They needed to be shut down (past tense) because of the spread rate and lack of compliance.
They could operate under these guidelines (future tense) when spread has minimized and compliance is much more likely.

Compliance is never going to change, period.
Either these businesses can operate safely or not. Why not order these businesses and clientele to protect themselves and leave them open if it can be done safely?
Fine them for non compliance, ban people from facilities who aren't protected.
