It was less than 2 minutes.
He was told repeatedly to get on the ground or I will send the dog. All he had to do was get on the ground.

You should watch the clip, at the very end you can hear the cop explaining to his supervisor the details of what happened.
Paraphrasing:
She asked him what the charge was and he said "obstruction." She asked if the suspect attacked him, he said no but he was about to. Then she asked so you are just going to charge him with obstruction? He said at the time but now I have him on DUI, and I could charge him with flee to allude, you can flee to allude on a bicyle right?

I watched the video. I did not see/hear the "releasing of the dog"
It appears this was a lone officer and a dog in a car and the officer was in a battle with the guy on the ground trying to get him cuffed for several seconds prior to the dog entering the scene. He even tells the guy, stop resisting so I can get you cuffed and I will get the dog off.
when did he send the dog?
when/how was he holding the dog back?

As long as cops yell "Stop Resisting ". Over and over they can do whatever they want to you.

I don't agree with that at all. It was pretty clear that prior to the dog entering the scene the cop was struggling trying to cuff the guy. it appears during the entire time the dog is on him and even after the dog is pulled off the guy remains un cuffed.

You could tell the woman who was in charge was disgusted with her boys' actions. He was trying to think up any charges he could to cover his actions.
When the lawsuit comes, the first thing a good attorney will get is a steroid toxicology report done on this behemoth.
No way this giant, with all his LE tools, was scared of not being able to cuff the small idiot.

Not too sure about the description, only watched the first minute or so.
The guy didn't comply immediately, which he should have. But I don't see the dog as necessary at the point where it jumped on the guy. And the dog should have released after being into him for a few seconds to see if he would now fully comply.

Are you thinking he was blinded by roid rage and rendered inefficiiant?
Maybe he will use that as a defense for allowing his dog to chew a guys armpits to a bloody pulp for however many minutes it was.
