Seems like the LEO doesn't know how to handle the K-9 or doesn't want to. Either way there wasnt any need for the dog to stay on the perp for so long of a time.

Not disagreeing with your point- merely pointing out that LEO and the public see threatening situations differently.

I understand the occasional form tackle or aggressive behavior when someone is resisting arrest but this is fricking sick. The dude wasn't even resisting. Cop was just mad the dude was ignoring him and he's gonna take his anger out like this? What a sick frick

This is no different than 99% of all other similar cases. Did the cop act incorrectly? Yeah. Should he have taken different action? Yeah. Is he an idiot that should be suspended? Probably so.
But.....the whole dog attack incident doesnt' even happen if

I get all that, and usually am not one to be against the cops in these situations. But this one clearly was excessive use of force I think.

Thats not resisting arrest. And why arrest a guy on a bicycle? He was no threat if the POS had told him he needs to get a light on his bicycle and went about his business.
All these bad apples need to be exposed, brought to justice, or killed if need be. There is absolutely nothing going on in the video to warrant a K-9 being involved.

This guy was riding a bike. The cop yells for him to stop, then says "you on the bicycle". The guy probably had no idea why the police was trying to stop him. Then it appeared as if the guy was just trying to find a good spot to pull his bike off to the side. If he was trying to get away I doubt he would have slowed down. The second he threw his hands up and got off the bike he was not a threat at all.
How could the cop not realize the guy wasn't resisting arrest, he had a fricking German Sheppard locked on him? For what he was stopping him for, he could have just yelled out to the guy "Hey man, I don't see any lights on your bike. Take care of that as soon as possible".

My favorite part is when the cop brings the dog back to the car, praising him, and says "You did a good job protecting daddy!"
