Excluding basics of the kitchen? (Salt, pepper, Tony’s, a little oil) I can make a good pot of ramen using cheap beef neck bones, veggies, and the noodles from ramen packets. I also have a bottle of fish sauce in the pantry that I only use for this, but even with that I think I’m below the $20

I made this using Instacart screenshots so these prices are as of today. This makes enough for 2 family dinners plus lagniappe.
*2 boxes of Jiffy
*assuming already have basic kitchen seasonings like pepper, Tony's
I just made this but added potatoes, used our homegrown peas and used Richard's sausage instead of pork loin. I also used homegrown peppers and jalapeño. We make huge pots of stuff like this and freeze in family meal-size containers.
ETA Damn forgot about eggs and milk for the jiffy. Borrow from your neighbor

Large bag of cheese tortellini from walmart-$4.98
2 cans great value alfredo sauce- $6
2 cans of vegetables ( corn or French style green beans for us) -$1.50
Meal for 4- $13.
Best part is you can make all of it in less than 10 minutes.

I can get a 10 lb. bag of leg quarters today at Rouses for $7.90, a few lbs. of fresh zucchini for $1.49 a lb., a loaf of their house made French bread for under $2 and a gallon of tea for $3.
Cut up the leg quarters to grill along with the zucchini and have that for dinner with the bread and tea. While that is going on, put the cut off pieces of back from the leg quarters on the stove and make some chicken broth.
