Boat with the camera filming would be wise not to turn that footage over to the investigators. Captain/pilot should have turned starboard or stood down to let the other vessel pass. It never ceases to amaze me how many people will hop in and pilot a boat without the first clue as to traffic laws and rules on waterways.

Not only did he make no effort, he actually held the door a little, may have even pulled it shut.
Guess he's "lucky" he never learned to hold the door open to let the lady walk in first. Afterall, how else do you get a free pass to check out her arse.

as a non seafaring individual, my question, in a case like this, is there courts to bring people to over this? what if it occurs in international waters?

Starboard side captain make-way? One ship looked much larger than the other, but you can argue both are similar vessels. I do agree, the one filming had the obligation to make-way way before the video started in the clip.

Now THAT is a damned fine structural column! Whoever designed and set that one definitely saved a life. I don't think the bollards stopped that truck alone. Looks like the bollard closest to the column got pushed out of the ground.
