It never ceases to amaze me how many people will hop in and pilot a boat without the first clue as to traffic laws and rules on waterways.
The easiest way to remember it is if neither vessel is otherwise “burdened”* then in a crossing situation the vessel looking at the other vessel’s red navigation light should yield.
*exceptions like one of the vessels constrained by draft in a narrow channel, or a sailboat operating solely on sail power, or a hydrofoil in non-displacement mode, etc.
