The guy underneath was throwing some kind of line to a crewman inside the cargo area. Bad throw, the line entangles the main rotor, crash. You can see the line going up and into the rotor if you look closely.

He's the only one not wearing a safety vest or hard hat too. Probably works for the helicopter company hired to perform whatever task that was needed. A lot of times the helicopter crews will have some one on the ground.
