I'm thinking that's one of those super hero Halloween costume things.
I can't think of a reason for her body to look like that even medically. And that thing has huge biceps and no triceps which wouldn't be possible with shoulders and back like that.

I saw this on reddit. The speculation is that she's stealing the arms off a mannequin. If you look at her torso there's bulges that look like her arms may be inside her sweatshirt and the mannequin arms are in the arms of the sweatshirt.
