We voluntarily pulled our kid from daycare 2 weeks ago, and we have been paying the fee each Monday..
It’s an in-home day care, where the girl watches 6 kids...the girl just sent an email saying that even during the mandatory lock down, she expects our fee to be paid each Monday, or our kid loses his spot...she also said if you have to work(one of the essential jobs) you can bring your child, but if you don’t, keep your child at home, and pay her the weekly fee...
Question one: are in home day cares allowed at this time?
Question two: is it fair for her to demand we pay every Monday going forward in or see to keep our kids spot?

Maybe not fair but are you willing to give up the spot?
She has bills to pay too, I’d think she would ask for half the fee to hold spot

Wrong. The CISA list includes forestry under "Food and Agriculture" as an essential business.
Basically, anything agricultural or associated with agriculture will continue to operate with--likely--garden centers being the only exception. Even most--if not all--of the USDA will continue to operate, albeit at a reduced number of employees in office.

I clean residential homes, and while not on the essential list, I already did the 14 days because a customer came in contact with someone else who was testing due to contact with infected party.
So as of the 1st, I will reach out and see if anyone that is not home wants me to work, as I am often in their homes alone- and the list states as long as it's less than 10 people we can work. So I would think lawncare guy could do this too.

I guess so, although I don't see anything that says construction is essential, with the exception of public infrastructure. And I'm sure there are certain places that they do business with for those purposes, and not every garden center there is.
