This mentality is why I will never talk to a person, especially my boss about a day off, about my sick/dying dog.
Different people have very different perspectives of what dogs are you. You have a boss like this guy, and he will laugh you out of the office. It's not a good look professionally.

He gets 2 weeks PTO because he has been with the company for 2 years.
First Year - No PTO
2nd Year - 2 weeks (Xmas Break = 1 week PTO)
3rd year - 3 weeks (Xmas Break = 1 week PTO)
4+ years - 4 weeks (Xmas Break = 0 week PTO)
