I mean, it may be legal, but it seems like this is the kind of operation in the grey area is the shite that got the spotlight put on them in the first place.
They were having their people work on campaign material on the COA clock.
I'd almost guarantee that this is the case here as well. They'r just rubbing it in everyone's faces at this point because they know JBE will ultimately protect his little local Dem slush fund.

The CoA is a shitty, shitty organization. I've had to work with them in the past and to call everyone who "works" there unprofessional is an understatement.

Yep. A tax issue at election merely sets the upper limit of how much tax the taxing authority (in this case, the Metro Council) can levy and the time horizon over which the people agree that they are willing to pay the tax. The election does not actually impose the tax because the people can't levy a tax directly. The taxing authority (Metro Council) has the legal authority and responsibility for actually levying the tax and putting the people on the hook for paying it. What they levy this year need not be linked in any way to what they levied last year or what they might levy next year. The only limitation is that it can only be levied for a fixed number of years and the tax levied has to be less than or equal to what the public agreed they'd be okay with. That includes zero.
Don't just take it from me, though, let's hear from someone who knows a thing or two about taxes.
