Makes sense considering that Mexico City is on a huge plateau
The Aztecs built Mexico City on a huge lake. They have subsidence problems just like south LA.

Is this somehow cheaper?
We have the ability to make basements already and choose not to.

Will this be like snowpiercer? Where we put all the poors at the bottom and all the OT Ballers 1st and 2nd floor?

I think the idea is pretty ridiculous. Those saying it can't be done are just as ridiculous. The WTC Twin Towers were built after extensive work to keep the water out of the foundation. NOLA would be under water if not for the levees & pumps.

Would be a worse earthquake scenario

Shore up the wetlands.
Dirt doesn't move itself. Tremendous cost in equipment, manpower, and fuel to move that much material to the coastline.
This is the reason most shoreline earthwork operations involve dredging.

Now see, that would be a fun project.

Better not try this on Guam or any other island. That would be like pulling the drain plug on a boat.

Maybe in tornado alley. Try it in New Orleans and even Baton Rouge where one of those would probably become the Mississippi River.
