I think the idea is pretty ridiculous. Those saying it can't be done are just as ridiculous. The WTC Twin Towers were built after extensive work to keep the water out of the foundation. NOLA would be under water if not for the levees & pumps.

Dirt doesn't move itself. Tremendous cost in equipment, manpower, and fuel to move that much material to the coastline.

This is the reason most shoreline earthwork operations involve dredging.

Maybe in tornado alley. Try it in New Orleans and even Baton Rouge where one of those would probably become the Mississippi River.
