the other day I had a guy in the left and center lane matched speed with hazards on, right lane clear. Beau coup cars going two lanes over to pass. That shite right there should be grounds for a hammer to the nuts.

I can see both sides.
1) You want to be able to see the person in front of you.
2) You are following that person and if they are off the side of the road you're fricked.

Sorry dude. When driving on the Interstate in very inclement weather and 3/4 of the vehicles are going 55 with hazard lights flashing......I don't think anyone is stopped. I think it is bad weather and people are working together to maintain safe distances in low visibility. You are picking scenarios that rarely happen to feed your narrative.

The thing is, people drive how ever they want regardless of laws. They like some and not others. They follow only the ones they think they should, and complain when others break ones they don't want them to break. Fact is, in Louisiana, it is legal to drive with hazards on during certain situations.
C. Flashing lights are prohibited except on authorized emergency vehicles, school buses, or on any vehicle as a means of indicating a right or left turn, or the presence of a vehicular traffic hazard requiring unusual care in approaching, overtaking or passing.
So, if a car is driving slower during a down pour, it is legal for them to use their hazards to alert other drivers to use unusual care in approaching, overtaking, or passing. It doesn't matter if you think it creates more of a danger or not, it is legal for them to do it. Stop making up laws.
Funny story... A few years ago there was a big pile up in N.O. East due to fog. 870 AM was talking with LSP Trooper Maddy(or whatever her name is). She said it was illegal to ride with them on. Well, old Scoot asked her for the statute on that. She later came back on and said it is legal.

Damn near rear ended some stupid fricker on I-10 because of this.
These ignorant assholes think they're being safe, but they're actually making things much more dangerous.

I think part of the problem is people who insist on driving far faster than any reasonable prudence and the speed limit would dictate, even in blinding rain. I see this far more often than I see people acting irresponsibility with their hazards on

Exactly. In low visibility it causes people who follow the law to assume they are not in a travel lane, prompting sudden braking or swerving. It endangers other drivers and decrease your visibility.
If you need to turn on hazard lights, please pull over immediately to resolve the problem or wait out the bad weather before attempting to drive under duress. It is that simple why it's a law.
