Probably corpses bound for a Potter's field. The mortician isn't making any money on them, so he's not investing any money in keeping them fresh, either.

He's a shithead, regardless.

But they've had a lot bodies to have to do regular funerals on, I can see why they stack the indigent ones, though it is pretty unforgivable.
