Don’t really know where to go with this-who do I talk to about taking down billboard

There is a billboard near the perkins over pass with known cheater Alex Bregman and it needs to be removed. It is right next to where the old Chelsea’s used to be. It shows in smuggly looking at drivers. This billboard needs to be removed to send the message to children that cheaters will not be supported. Who do I need to go to about this?
