That's animal abuse



chaining it to a tree isn't necessarily abuse and the dog can still get heartworms even if on a preventative.

inasmuch as PETA was checking on the dog weekly, I don't believe there was any abuse. Otherwise, PETA was derelict in its obligation.

but that doesn't mean the animal was abused. Might make the owner irresponsible, but not abusive.



and yeah, they can get heartworms regardless of what they're on. At 12YO, the dog had "advanced" everything.
