Poodles don't shed, but when you say lost.. Did the dog die? How? Or did it get out and you never found it?

Miniature Schnauzer. Ours doesn't shed and weighs about 20 pounds. Smart dog. And, no, he's not a cat.

This.

Mine is supposedly a “full bred Yorkie without papers” but looks to me to have some Maltese in him too. He’s 13 pounds so not like a toy Yorkie and he’s a little badass - pretty athletic for his size and definitely a terrier. Does not shed at all.

miniature golden doodle, no shed, smart, sweet. I’ve always had goldens but they definitely shed… neighbor has 2 doodles and no shed.

I also hate a doodle

My brother’s dog didn’t help that opinion, and I’m a dog person. I’d much rather have a golden or a poodle.

Cross between a Yorkie and a Maltese. No shedding, no purebreed health issues and cute and sweet as hell.

We had a shih-poo, would not recommend . Let's say he didn't mix well with other pets, visitors, or humans/dogs when on a walk. He was my boy though, miss him.

Bichon/Shih Tzu mix also called Teddy Bears. We have one and it checks all your boxes.

Try Creole Poodle Resscue (Facebook link). You can recue and they will have full poodle to hybrids.

Wheaten terriers are the GOAT for this category, IMO. They are all fluff; they look bigger but they average around 30-35 lbs as adults.

Ours is 5 years old and still just as fluffy, snuggly, and friendly as ever. When I say zero shedding, I mean there is not one hair to be found. She never smells like a dog either, guess that comes with the nonshedding hair territory. She was easy to train and is pretty obedient, although due to our inconsistency she has been known to get up to occasional shenanigans

We've fostered for them before. Great organization. It's hard to believe people will abandon or mistreat something like a poodle/doodle, but they do. CPR does great work finding them new homes.

Our toy poodle is a rescue from a puppy mill. Sometimes a wide variety of breeds are available as rescues. There were a lot of beautiful Chihuahuas, both long hair and short hair, at the shelter when we got our poodle. One thing to consider is that small dogs can be much easier to deal with. Easier to pick up, care for, and transport.
