I don't think there is a requirement but a goatee does help to hide the extra chins.

Its used to signify a mouth for various natural events such as mating and warding off potential rivals. If a human is so fat that one can't distinguish a mouth and jawline, then a goatee will suffice.

Exception to the rule.
He was clearly mocking fat people the entire time when he asked them if they could smell what he was cooking.
The answer is “no” because they had food in their goatees.
