As a retired COP I have a huge issue with it. I don't know how it works in Louisiana but this is how it works in California:

-City Council tells City Manager they need an instant infusion of money to help fund the city's new tantric library for unwed lactating mothers. City Manager walks down the hall and tells Police Chief "Hey at-will employee, we need x amount of $$$ by the end of the month." Chief tells Captains, Captains tell Lieutenants who lean on the Sergeants and patrol folk to start writing tickets because shite rolls downhill.

The average Sgt. and patrol folk resist. The Chief, Captains, and Lieutenants remind them that they may be next up on the promotional list, to go to the detective bureau, to get weekends or holidays off or that they may be new and still on probation-so it is their best interest to bust their asses writing tickets for the next three weeks.

See, when I retired in 2012, in California, approximately 75-80% of all $$$$ collected from traffic violation went directly into the city's general funds. Pretty easy way to make $$$ of which just about 0% goes to LE, yet LE bear the brunt of the work and the resentment of the motoring public.

Happens far, far less in Sheriff's Offices. Sheriff's are elected officials and far less beholding to the board of supervisors. Plus the counties, as a rule, have much, much larger revenue income than the cities so they have way less reason to carry on this behavior. That is why I went S.O. over PD.

Breaking the law isn't always inherently wrong/bad. Jaywalking is illegal, and it should be. But common sense also needs to be applied. If someone runs across a busy street when traffic is coming, that is dangerous to drivers and pedestrians alike and that's why you need to make jaywalking illegal. But if someone doesn't use a crosswalk to cross a street without a car in sight, that shouldn't warrant a ticket even though it's "breaking the law".

There is a grey area for this and other minor crimes/traffic violations, such as speeding. Unfortunately, as the OP is alluding to, some LEO agencies throw discretion out the window and turn it into a black and white/ breaking the law or not breaking the law situatuon, and write tickets for things like safely going 7 mph over the speed limit or rolling a stop sign without any pedestrians or traffic in sight. This is usually done to generate revenue and doesn't really serve to protect the public, which I believe is the ideal function of policing.

Yep. Anyone from small town Louisiana can tell you how rich and powerful a sheriff can get. Yet somehow they all need tickets to raise revenue.

Maybe that is true for NOPD but that's a manpower issue

BRPD is a huge revenue generating department, those frickers have been steady camping out across from the Crescent on Stanford to catch rich U-High parents and LSU students going 5 over the 30 mph speed limit. That's not even diving into how they were using DUIs as revenue generators until Uber or their inspection sticker checkpoints.

LSP, are you serious?

Sheriffs salaries need a huge overhaul, there's no reason a sheriff in some po dunk parish should make the same money as the large metros

LSP doesn't make money on tickets, it goes to the local jurisdiction in which the ticket was written.

Profit motive. Take it away.

All ticket proceeds goes into a general fund at the state level so as to make up a small portion of said fund. Local departments have no profit motive to enforcing traffic laws, same as other crimes.

Now they will have to decide which infractions are worth their time instead of which ones pay the most.

The locals and state make plenty of money from LSP being overzealous with tickets. The quality of LSP has dipped severely in the past few years but that's a different thread

Everyone has an opinion but I hardly ever hear any complaints of LSP being over zealous and or unprofessional and not good at what they do.
