"So" is just a garden variety vocal disfluency.
"Right" as a punctuation can be weaponized by hucksters and traveling gypsies.

so, what you're saying is it's annoying, right?

And follow a comment with, “see what I’m saying?”

I know those people and they are annoying but not as much as those who begin every sentence with “So”
SO, don't get me going on that one. I know people that use "so", with that pregnant pause, to begin virtually every sentence.
That definitely might be worse, right?

Almost as bad as “you know what I’m saying”.

Or someone that uses NO at the beginning of their sentence. Even when they are agreeing with what you are saying and have something to add to the story.
"No, i know exactly what you mean."
Me - "Man people can't drive"
Person - "No, I almost got hit by someone yesterday"
Drives me freaking crazy dude.

When people do that, I always think of the cheerleader at the pep rally in "Fast Times at Ridgemont High".
"We know you've got a lot of spirit everybody, riiiiight!!!"
"And we're gonna destroy Lincoln next week, alllriiiight!!"

it's almost as annoying as the hipsters who use the word "So" to start a sentence.
And add in the vocal fry now. Just a horrible affectation. It does not make you sound smarter, just the opposite.

HR lady at work either says "okay" or "right" after every sentence. It's annoying as frick. Basically we spend the rest of the day impersonating her

Okay, we have to get to the root of this insipid behavior and put a stop to it. It seems like these people are very insecure and ending a sentence with right, or they're trying to assert dominance by reinforcing that they're right, right? So, either way it's annoying.

I know a guy that uses "and whatnot" about 20 times per 5 minute conversation.
