I do not know why Disney felt the need to make pretty drastic changes to the character.
As a man who sits through "The Princess and the Frog" weekly if you showed me that picture with no context, I would have just assumed it was a new and different character. She doesn't look like Tiana.
I don't think it has anything to do with racist motivations, probably just trying to make her more appealing to a wider set of people. I don't agree with the changes, but it is what it is. It's pretty clear they whitewashed her though.
