Dilemma at the Convenience Store

Went in to the local stop and rob to get a case of beer. A young lady (couldnt have been more than 10) was in front of me getting two sponge bob ice cream cones. She had a metal box purse.
Before the cashier rung it up she said, wait, im not sure Ill have enough for both. She dumped out all the money in her purse and it was $2.25 in quarters. Each one was $2.90. Her mother walked to the other cashier and was buying cigarettes and beer.
In the space of thinking, "what should I do here?" the cashier gave her one of the cones, pocketed the change, and told her to go away. She did something on the register to void the sale of both, even though she only had enough money for one, and then looked at me like, "what do you want?"
She and her mom vanished like a fart in the wind. Im not sure her mom even finished checking out.
What says the OT? Was I a dick for not quickly stepping in and helping a child in need? Was this some kind of ploy to get some sucker like me to help? The mom went to the other register instead of standing with her kid so that really threw me off. Would love to hear y'alls opinion on this....

They were $2.90. She wanted two. She only had $2.25. So either she didnt know how much she had or she didnt realize the value of what she wanted. Like, frick man, you have to pretty heartless to not at least see that. Either way, she didnt know, so who is teaching her these things? That's what has me so upset about it.

“Poor people” live a better life than you do
Used to be the only thing they had to worry about was going to jail but the state doesn’t even put them in jail anymore

She didnt have enough for one! Forget not having enough. Its the part that no one taught her any of this that is messing me up more than anything.
So was it a lesson mom was trying to teach by going to the other register? Did she just not want to get her anything and this was her way of dealing with it?
The freaking cashier was so annoyed she didnt even give me the time to think to be a bleeding heart. It was all so weird.

Food Stamp cards can be used in convenience stores to buy single serving items like ice cream,
Cokes, chips and candy bars.
