Yes... I know this. I've built dozens of these f'n cars over the last 8 years or so for my kids... And they're not aftermarket when you do it yourself, right? Plus, limited gains is what makes a winning car.

That sucks. Ours allows one bent axle and one wheel can be off the ground for rail riding. The rear axles can't be cambered though.

i dont think so. trying to keep things as fair as possible for the KIDS (remember them?) not some adult nasa engineer wanna-be who is "bending" the rules to get an unfair advantage
axle polishing, weight distribution strategies, sanding the wheels, stuff like that is fine..but doing weird shite by cutting your wheels down, cambering them and having one up in the air to drag the line is just wrong.
go play with the other adults in their race.

I haven't raced since I was in the scouts myself decades ago. Never raced as an adult. All these modifications don't need a NASA engineer and can be done in under an hour by kids. You don't need some crazy shaped aero car. A simple wedge has completed with the best of them. Sanding down the wheels is more work than the axle stuff. At least do wall riding, gets rid of a lot of track advantage stuff if everyone isn't bumping around all over their lane.
This sounds more like lazy dads not wanting to get shown up by dads who get heavily involved...

I've never been to one of these so I have no idea what to expect. This is my son's first year in scouting and I volunteered to be the Den leader so I get a free kit to build my own outlaw racer. Maybe someone else will show up with CO2 or rocket power and show up my ducted fan

Our outlaw race didnt allow propulsion. Ran a 5 pound pinewood derby bus made from the original pwd kit (block, axles tires) as required by the rules. (I'm no NASA engineer, or an engineer at all). Won by like 3 car lengths. Beep beep.

Polish the axles and flare the first inside of the nail heads. Make sure your wheels are true.
I wonder if your fan will add more drag that it gives propulsion.

I let my son do as much work as possible but I don't want my 7yo son using my band saw. He did design it and sanded it and helped polish the axles.
