I remember back in the 70s, a Shreveport cop had a handcuffed perp in the back of his car headed to the pokey, somehow the guy, while the car was in motion, was able to get out of the cuffs, and get the cops gun and kill him

Yes it did. Someone who was promoted/named to another position every 2 years since a lawsuit from minority officers against the MPD.
