Why are you so hung up on his age? If 17 is legal age of consent, then it doesn't matter if he was 17 or 18.
You also have a whole lot of hypotheticals in there as well. All we have at this time is the videos released from Reggie's and the arrest warrant with the retelling of two eye witness reports. Both of which cast doubt on her ability to "be okay" with it, regardless of how she "seemed."

Kiran's video with the other (alleged) rape victim of Washington is worth a watch. He should have been in jail already. Victim was 12 so would have been First Degree rape.
