Many current homeless are folks who used to be in these facilities. Like many political "hot potatoes" we do something in the short term and it bites us in the backside in the long term.
Mental health care by police is an abject failure and costs at least 8 times the cost of the old system. Many homeless are self medicating with drugs and alcohol which just throws fuel on the fire.

Classic self medicating behavior
So many parts to a complex resolution and neither party want to commit to the long term solutions. Sad about your neighbor, any idea if there was a triggering act like busted love life or did somebody just get him hooked for the $$$$ and now the rest of us carry the cost?
That legal drug company in PA made BILLIONS and donated to art and such back home and so many in the hills who died or destroyed families. Makes me upset still. Heroin made a comeback when the legal drug started getting busted for overmedication and "scrips for sale".

I'd probably give the homeless life a try if I didn't have a family. Just need a good cell plan with unlimited hot spot so I can do my white collar job from under the overpass.

Similar story with a good friend in the late 70's - early 80's
Successful business
Hard worker
Kept his word
Got into cocaine and the business was lost
Showed up at my house at 3am (mistook for his dealer I think)
Dead in less than 5 years after he showed up at my door (not even 40) and I knew his dad pretty well, wrecked that whole family
