Does slower mean more strengthening, or weakening because more time over colder water?

Do hurricanes slow down when changing directions? That seems to make sense to me. If there was nothing to push against the system then it would continue to move at the same speed, right?

the NHC track moved from the "s" in Lake Charles to the "e" in Lake Charles
