A hypo where the difference would matter is if LA had a tort law that allowed for treble damages and/or punitive damages if you caused injury while doing something in the state that required a license. The fact you did not have a required certificate would not trigger that code section.
Attorneys argue lots of pedantic things and it occasionally (or often) seems silly but very often the pedantic argument really is about a binary black and white issue.
