That kid is speaking intelligently for his age. Those around him should be able to translate what he's saying. I've done the same for my nephews when the ignorant parents didn't have a clue. That's not babble.

I have a 21 month old and we have these back and forths every now and then. Ultimately it ends with him just repeatedly saying "No".
