I never understand why they have to ask that for a public video. Once posted, I assume it's public domain, and they can replay it if they want, why do they need permission?

Because so many platforms are now monetized in one way or another. Let's say you originally post your vid clip on youtube. If you give permission - You are now spreading potential clicks across multiple media outlets and their twitter or youtube uploads. If it goes viral on just your channel - you could end up with a nice check from youtube. You don't get anything if it's viewed elsewhere (UNLESS you sell exclusive rights on the video to one specific outlet up front).
