Casinos are not fans of someone improving odds against the house, even if nominally 'legal'. They aren't in the business as objective game-providers.

Why would a casino rig a game, the mathematical odds are already overwhelmingly in their favor, if you play long enough they will get your money, all of it.

I just watched dice sliding on youtube and it seems like it would be pretty easy for the dealer to pick up on.

Well, that is just it. He is not "tossing" the dice. Dice sliding is just that....setting the dice at a value and sliding the presented value across the felt while a partner distracts the stick man or dealer.
