This is from an article in 2007 referencing outbreaks in 2003 & 2007. It shows that there was awareness that this virus could be spread world wide and cause catastrophic impact on economies and health care systems

When all this is over, China will go back to turning a blind eye on the sanitation standards in their country.

Who will hold them responsible?

Only by the Chinese at the very outset of the thing. When the Chinese let that slip there was very little that could have been done. This thing was spreading all over the world while the Chinese were still lying about it.

Or if they imposed any sort of health standards 13 years ago when they ran into it. They even said it themselves that it would return under certain conditions

Hmm...that's pretty interesting. Didn't know it was so few. Since this was written we've added at least two more, with MERS-CoV and SARS-CoV-2. I wonder what else has been added.
