Could we technically create our own icebergs?

What keeps us from pumping sea water into controlled damns and freezing it to create man made icebergs? And if so, why aren’t we doing that?

Back when I used to get high I said we should take icebergs from up north and put them in the Gulf to stop strengthening the hurricanes.
